Google Play Store updates billing rules and adds new small-developer revenue plan

The Play Store policy refresh clarifies how subscriptions can be migrated across app versions and package names without forcing user reconsent, easing operations for developers rearchitecting apps. Google also added clearer error codes and migration testing tools in the Play Console.

Separately, Google announced a reduced transaction fee tier for developers under a certain annual revenue threshold. The program is intended to mirror incentives that help indie teams experiment with freemium and subscription models while retaining more revenue for early-stage creators.

Google will also require more transparent billing flows and improved refund reporting in the console, which should help teams reconcile finances and handle customer support more efficiently.
