IBM unveils Carbon Next: a modular accessibility rules engine for design systems and CI pipelines

Carbon Next separates ‘policy’ from ‘implementation’ by letting teams author accessibility rules as declarative bundles — for example, acceptable color-token pairings at different contrast levels or a minimum interaction target size per breakpoint. Rules are versioned and can be scoped to product lines, so organizations can scale governance without freezing design iteration.

The engine integrates with design tools (Figma plugin), component libraries, and CI via a policy runner that emits either soft warnings or hard failures based on team-configured gates. Carbon Next also provides an automated remediation assistant: when a token fails a rule, the assistant proposes alternate tokens or micro-adjustments (e.g., slight hue shifts, text weight changes) that would restore compliance with minimal visual disruption.

IBM is positioning Carbon Next as both a developer tool and a change-management platform: it includes dashboards showing policy drift, a catalog of common accessibility violations, and suggested human-review workflows. Early adopters report reduced rework between design and engineering and more predictable accessibility outcomes in release cycles.
